Advances and limitations of digital government in Peru: A systematic review (2010–2024)

Abstract

This article examines how innovation and digital transformation can enhance the quality of public management in Peru. Drawing on technical and scientific literature, it explores the progress, obstacles, and challenges faced by the Peruvian state in the digitalization of its services, as well as the social, organizational, and technological implications of this process. The methodology is based on a systematic review of digital transformation in public administration, using databases such as ProQuest, Scopus, and Scielo. Findings indicate that digitalization should be understood as an opportunity to strengthen governance through the restructuring of public services and the intensive application of digital technologies, aiming to increase efficiency, effectiveness, generate significant savings, and promote citizens’ digital well-being. However, digital transformation requires closing existing gaps in digital ecosystems, particularly in communication infrastructure and its expansion. The study concludes that digitalization represents an opportunity to improve governance and the quality of public services; nevertheless, these improvements depend on bridging the gaps in Peru’s digital ecosystem. Due to current disparities, digital citizenship in the country remains in a developmental stage.
